Net neutrality bill by Henry Waxman leaked

Henry Waxman (Federal Govt.)Henry Waxman (D-Calif.), the House Energy and Commerce Committee Chairman, has come up with a "compromise" network neutrality bill, in collaboration with his chums. It seems to remind me of something, but I can't quite put my finger on it. In IT Blogwatch, bloggers get déjà vu.

If it's a 'Bill' - effectively something that will impact (negatively/positively) American citizens, why is it kept secret? Why is it considered 'leaked' if the citizens become aware of it or , even better, have access to it? I am so sick and tired of the draconian government mentality in this country.
It wasn't 'leaked', it was made public to the public that the government is supposed to represent.
I don't want to be governed or lead. That's lemming (or european - same thing) talk.

I don't trust Waxman at all (or the government in general), but I would like to see a good net neutrality bill. 'Good' as in yes to net neutrality and no to additional regulation.

If George Soros buys Metrocast, I'm sure the Drudge Report will either be blocked, cost extra, or take a week to download.
