Most folks dont, but not by much. People drive at the speed they feel safe at, as a general rule. That's why the federal recommendation for speed limits is the 85th percentile rule. Where a speed survey is conducted and the limit is set for the speed traveled by the 85th percentile. When that rule is not followed, you get more speeding. But whats stranger is that when it is followed, and the limit is set higher, people don't just tack 10mph more onto it, they go the same speed they were going at. they are not speeding because they get their jollies that way, but becuase they judge that driving that speed on that stretch is safe.
Has there been a problem at Banneker that lowering the limit even when school is not in session will fix?
