Evidently. You can jerk someone's arm like that and cause injury. It's not unheardof.

Oh wait, ABC7 says they did. Do you have to jerk around a cooperative 115lbs. woman like that?

If she was uncooperative, okay. But, first of all, she did nothing illegal. Second of all, she was cooperative. PG has their heads shove up their asses. They were obviously up to no good.

I bet, if they don't settle, they try some :bs: security and confidentiality lines.
