Went to the PG School system procurement office once to see about bid solicitations for some certain stuff about 10-15 years ago. What a cluster of a cluster. If your skin were a brighter shade on the color scale, just forget about getting any sort of comprehensive helpful assistance, let alone be considered for any bids. It ain't gonna happen. Resigned myself then and there to never try to deal with such people again.

Years ago, we had a co-worker try to burn down the building because HR wanted the extra $500 they overpaid her. Can't imagine what she'd do if it had been $7 million.
