Not understanding English = federal disability

Every once in a while, someone will say something or you will read something that sounds a bit off. But thanks to the internet, a lot of those claims can be easily verified.

The claim was that the number of people in Puerto Rico that qualify for disability is almost twice the US average percentage. 14% - 15% compared to 8%. According to the US census data, US percentage is 8.7%. While the same agency shows 14.8% for Puerto Rico. Both percentages are for people under the age of 65.

So digging a bit deeper, it appears that not understanding English is a qualified disability in Puerto Rico.

What is federal disability? If it’s SSI they can’t collect it in PR anyways.
