I have been a Notary Public for more than 10 years. Up until now the process was fairly simple - fill out the initial application and send in the fee, less than $10. After approval go to the court house and be sworn in and give them a couple more dollars. Buy a notary stamp and record book, less than $30, and wahlah - you are now a notary! Every 4 years, send in your renewal and go to court house to be sworn in, give them a couple more dollars - no big deal.

Basically a notary is just confirming your signature - verifying you are the person that is legally required to sign a document. Show me a valid photo ID, sign the document, give me $4 (this fee is regulated by the state) and I will put my notary stamp on it. Easy Peasy - no degree needed......until now.......

The state in their infinite wisdom and beuaracracy now says that we can fast track nurses and bus drivers and not give them all the required training needed to perform their jobs, but as of Oct. 1st, new notary publics must now take and pass a course before becoming certified. And guess what - the course is only offered by one company with a starting fee of $59! What BS! And each time I renew I must now take a course. It's hard enough now to find a notary, but this is just going to make it harder. Pisses me the F^CK OFF! Luckily I just renewed my notary so I'm good for another 3 years but not sure I will renew in the future. Pay $59 for a course, $10 or more in renewal fees all for a $4 fee and headaches of dealing with most people needing a notary right now!

Effective October 1, 2021, Maryland Notary Public law will change. A change in the law requires:
  • A NEW applicant to complete a course of study AND pass an examination in order to become a notary public
  • A RENEWAL applicant to complete a course of study in order to renew their commission.
ALL new and renewing applicants are subject to this requirement if applying or renewing on or after October 1, 2021. A current list of authorized Notary Public Course of Study and Examination Providers can be found on our website: https://sos.maryland.gov/Notary/Pages/default.aspx. The list will be updated as new providers become authorized.
Upon completion of the notary public course of study, a notary will receive a certificate of completion from the provider. Notaries must submit that certificate as part of the online notary application.
Upon successful completion of the notary public examination (for new applicants), notaries will receive a certificate of passing from the provider. Notaries must submit an electronic certificate as part of the online notary application.

Wondering if this is a knee-jerk reaction to some recent incident, maybe false documents, and they think this is how to curb it.

That's what I was thinking but yet we went more than a year notarizing documents with expired notary certificates with the blessing of the state, so as @Grumpy said, I think it's just the state wanting more money from us. Though the company giving the test doesn't appear to be state government, but I'm sure someone in the Secretary of State's office is buddies with the owner of the company approved to give the notary tests.

I have contacted my state representatives to determine if this was a new law enacted by them or just new regulations dreamed up by the secretary of state's office.

Kinda reminds me of vanity tags..Originally, if you wanted a vanity tag, you would have to pay extra for the tag and then the normal fee upon renewal (tag sticker), 5-10 years ago, they changed to having to pay extra on every renewal even tho all you get is a sticker no different than a normal tag.

There it is. I'll bet if you check into this company you'll find that they are a political donor or closely associated with a MD legislator, and from that you can infer that they bought this new requirement quid pro quo.
