No. This was a settlement. After you submit a settlement agreement to the judge, the judge enters an order with the terms. Underwood (the attorney who found her law degree in a cracker box) wanted 8.4mil, Trump wanted to pay nothing, they settled on 1.8 cash in the foundation + a 2mil additional charitable contribution from DJT.
