Joe's and Moore's cabinet is what happens when you seek diversity as a goal and not a consequence of finding the best people irrespective of typical social boundaries. History is replete with employers gaining advantages because they hired a highly qualified woman or African American instead of the typical hire. Sports teams especially. It suffers of course when diversity becomes the goal.
