Hebrews 8:1 Now the main point of what we are saying is this: We do have such a high priest, who sat down at the right hand of the throne of the Majesty in heaven, 2 and who serves in the sanctuary, the true tabernacle set up by the Lord, not by a mere human being.
3 Every high priest is appointed to offer both gifts and sacrifices, and so it was necessary for this one also to have something to offer. 4 If he were on earth, he would not be a priest, for there are already priests who offer the gifts prescribed by the law. 5 They serve at a sanctuary that is a copy and shadow of what is in heaven. This is why Moses was warned when he was about to build the tabernacle: “See to it that you make everything according to the pattern shown you on the mountain.” 6 But in fact the ministry Jesus has received is as superior to theirs as the covenant of which he is mediator is superior to the old one, since the new covenant is established on better promises.
7 For if there had been nothing wrong with that first covenant, no place would have been sought for another. 8 But God found fault with the people and said:
“The days are coming, declares the Lord,
when I will make a new covenant
with the people of Israel
and with the people of Judah.

9 It will not be like the covenant
I made with their ancestors
when I took them by the hand
to lead them out of Egypt,
because they did not remain faithful to my covenant,
and I turned away from them,
declares the Lord.

10 This is the covenant I will establish with the people of Israel
after that time, declares the Lord.
I will put my laws in their minds
and write them on their hearts.
I will be their God,
and they will be my people.

11 No longer will they teach their neighbor,
or say to one another, ‘Know the Lord,’
because they will all know me,
from the least of them to the greatest.
12 For I will forgive their wickedness
and will remember their sins no more
.”
13 By calling this covenant “new,” he has made the first one obsolete; and what is obsolete and outdated will soon disappear.
This is another one of those chapters that are way above my paygrade. Here's the link to the commentary I use.

Every high priest is appointed to offer both gifts and sacrifices: Sacrifice for sin is essential to the concept of priesthood. Jesus represented a superior priesthood and offered a superior sacrifice. He laid down His own life to atone for sin.​

It is necessary that this One also have something to offer: Though Jesus never offered a sacrifice according to the Law of Moses He did offer a better sacrifice — the sacrifice of Himself.​
Which was established on better promises: Jesus has better promises for us. These are promises to see us through the most desperate and dark times. These are promises that become alive to us through the Spirit of God. These are promises of blessing and undeserved favor instead of promises to curse and judge.​
A new covenant: This covenant is truly new, not merely “new and improved” in the way things are marketed to us today. Today, products are said to be “new and improved” when there is no substantial difference in the product. But when God says “new,” He means new.​

There are two ancient Greek words that describe the concept of “new.” Neos described newness in regard to time. Something may be a copy of something old but if it recently made, it can be called neos. The ancient Greek word kainos (the word used here) described something that is not only new in reference to time, but is truly new in its quality. It isn’t simply a new reproduction of something old.​
I will put My laws in their mind and write them on their hearts: The New Covenant features transformation from within, not regulation through external law.​
I would encourage you to read the commentary because it gives 17 reasons the New Covenant is Different from the Old.
To me.... now this is just my opinion... to me... The New Covenant is as different from the Old Covenant as the New Testament is different from the Old Testament.

Great miracles were performed in the Old Testament.... the sun went backwards.... a fleece was soaked on a dry night.... and Shadrach, Meshach, and Abednego walked around in a fired-up furnace without even picking up a scent of smoke. Mean wars happened in the Old Testament. The Romans ran the world in the New Testament. Moses talked to God in the Old Testament. Jesus walked out of a solid stone box in the New Testament.

The church was covered with the blood of sacrifices in the Old Testament. Jesus was beaten to a bloody pulp before they hung Him on the Cross and declared Him dead in the New Testament.

The old church wouldn't let women in. The new church would allow women to teach.

Still, everything's not perfect. Jesus has to come back and correct the nasties who won't listen. Humans can still stub their noses at Him. After Jesus writes His rules on the hearts and minds of the humans.... They will appreciate His Deity.

To put it in human terms.... the New Covenant is so much better than the Old Covenant.... There are two commandments instead of ten.

When Jesus comes back... the Second Commandment will cause there to be no need for the Second Amendment.

The Covenant of the Old Testament was shoved down human throats.

The Covenant of the New Testament is going to be written on our hearts and minds.

Out with the Old... In with the New!
