The following info tells which NAS Pax River activities are affected during exercise Solid Curtain Citadel Shield. The exercise will be March 19-24, with the greatest impact March 22-24. It is important to understand that entrance to Pax will be severely impacted during the exercise and those who do not need to come aboard the base should avoid doing so. There will be traffic congestion on 235 near the gates, so we are urging people who must come aboard to give themselves plenty of time and to stagger their arrival time.

The annual Anti Terrorism Force Protection Exercise SOLID CURTAIN-CITADEL SHIELD is scheduled for March 19-24, 2012. This exercise is designed to ensure all U.S. Navy installations are prepared to execute essential functions and facilitate effective response and recovery in the event of a terrorist threat or actual terrorist event.

The Exercise Plan requires full implementation and sustainment of elevated force protection conditions for at least 48 hours and is anticipated to be from about 12 p.m. on Thursday, March 22 to 12 p.m. Saturday, March 24. During this time, all Non-Mission Essential Personnel are strongly encouraged to remain away from the installation. Access at all gates will be restricted and unnecessary vehicle traffic will inconvenience all who need to be aboard base.

Base Access:

Elevated base access procedures will be implemented in accordance with installation Commanding Officer's guidance. In general, the following guidance applies:

Thursday, March 22: All employees should report to duty as usual and plan to leave the base at their normal departure time. NOTE: Once force protection conditions are elevated, only employees designated as Mission Essential Personnel should re-enter the base. In accordance with first-line supervisor instructions, Non-MEP leaving the base after the FPCON has been elevated should NOT plan to return to the base until after the exercise has been completed on Saturday, March 24.

Activities will close at their normal time, with the exception of the Center Stage Theater which will not open for its normal Thursday night movie.

Friday, March 23: MEP must report to work as scheduled aboard the installation, or request leave consistent with normal procedures. Non-MEP should make arrangements with their supervisors as appropriate.

The following activities are OPEN during the listed hours. Activities not listed are CLOSED.

-- Youth Program, School Age Care, Child Development Program, Family Child Care, 6 a.m. to 6 p.m.

-- Navy Recreation Center Solomons (reduced staffing, check-in only, no activities), 9 a.m. to 8 p.m.

-- Navy Exchange Mini-Mart, 6 a.m. to 6 p.m.

-- Subway, 9 a.m. to 7 p.m.

-- McDonald's, 6 a.m. to 6 p.m.

-- Navy Gateway Inns and Suites and Navy Lodge, 24 hours with reduced staffing, no new check-ins

-- Pharmacy, 9 a.m. to 5 p.m.

-- Clinic (acute care only, no appointments), 8 a.m. to 4 p.m.

Saturday, March 24: Activities requiring base access should be deferred until after completion of the exercise. Normal business hours begin at 1 p.m., except for the following:

-- Subway, 8 a.m. to 9 p.m.

-- McDonald's, 6 a.m. to 9 p.m.
