Permanent tag sticker question

As many of you probably know, any car tag with a DV plate has a black "Permanent" sticker on the year. I see lots of upscale cars from Lincoln Navigators to pimped out Corvettes with them all over the county. Must be hard to be 100% disabled and get into a Corvette. But I digress.

I saw a car yesterday driving around on a standard tag number with the black Permanent sticker on the year-side. Anyone know how that can be? Wasn't a handicap plate either.

I have no problem with a Veteran getting a permanent sticker for their vehicle. You also get a permanent sticker for the handicap placard in the window. Who knows what type of injury that person sustained while defending our country.
The other vehicle you saw with permanent on the plate may have been a unmarked police car or some state government agency vehicle.

The occupants of this Chrysler 300 were both 20-somethings. Also, it definitely was NOT a Government vehicle.

The first question is, is a DV or HT tag a requirement for the permanent sticker. If it can go on a personalized plate it can probably go on any plate.

First, the VA issues "disability ratings". The money provided, depending on the rating level, is supposed to offset, compensate, money that the veteran could have, may have, made without being injured while in service of this Nation.

Second, since 100% rated disabled veterans are exempt from tag fees, in MD at least, and not required to get the DV tags at all, it is entirely possible that they can be issued an exempt sticker for the standard issue tag.

Thanks! This seems to be the answer I was after. I was under the impression that DV or HT tags were required for the Permanent sticker.
