Permit required for Kayak style aboveground pool?

The county websites regarding such really only refer to inground pools. I know that I'll need a liscenced guy to run the power to a post out there vice the heavy guage extension cord I've been using for the Intex 9x18. But I cant find anything other than no permits required for aboveground

Building code says that no permit is required for:

Prefabricated swimming pools accessory to a Group R-3 occupancy that are less than 24 inches deep, are not greater than 5,000 gallons and are installed entirely above ground

Based on that, anything bigger than a 12' round Intex pool from Wal-Mart needs a permit.

From what I understand Google Earth has been used to check to see if any houses have pools that did not get a permit or pay the tax man for them.
