On Sunday, August 18th, at 5:30 am, a ride share driver was traveling along the 1400 block of Kings Manor Drive in an unincorporated area of Bowie. The driver reported that a naked male was knocking on doors of homes on the street. The driver advised that the unknown male appeared to be under the influence of “something.” The driver reported the man had stopped on the porch of one house. The homeowner was out of town, but her doorbell surveillance system alerted her to the man’s presence. She attempted to speak with the unknown man through the doorbell system, but he was incoherent. Two Prince George’s County police officers were dispatched to do a check on the welfare.
Preliminarily, when the two officers arrived at the house, they observed a man outside who was wearing only underwear and socks sitting in the doorway of the home. The man remained on the ground but was moving around erratically. Officers spoke with him and tried to calm him down. As the ambulance arrived, the man became agitated, officers placed him in handcuffs and he was immediately taken to the ambulance for evaluation.
Preliminarily, medics were in the process of taking his vitals and tending to him for about 20 minutes when the man went into acute distress. Medics asked the officers to remove his handcuffs and medics performed CPR for an extended period of time to no avail. The man was pronounced dead at the scene.
The decedent is identified as 38-year-old Kevin Antonio Jessie of Kings Manor Drive in the unincorporated area of Bowie.
An autopsy is expected to be performed on Monday to determine cause and manner of death. As a matter of standard operating procedure, the Special Investigative Response Team of our Internal Affairs Division is investigating the circumstances surrounding the event.
