Such “whiteness”, it continued, served to leave Muslims and other individuals with migrant backgrounds feeling “alienated”."

Why does anyone think a predominantly white nation - needs to take measures to be more racially diverse?

Because the opposite - is NEVER EVER gonna happen.

I haven’t been to many countries. But when I was in the Caribbean - almost all the people were black. When I was in Ethiopia - especially outside Addis - we were the only white people. When we were in China - in the stores, on the streets, in the restaurants, on the planes and airports - we were the only white people.
