If Charlie's been that way his whole life then I'm sure he thinks it's normal.
Sometimes I'll sit in my office chair with my cat and spin around really fast for about 5 minutes. She walks like that for a while after I put her back on the floor. Nevertheless, she loves spinning around on the chair.
