Maryland lawmakers consider new rifle and shotgun regulations



A bill returning to the Maryland legislature this session aims to regulate certain sales and transfers of rifles and shotguns.
Maryland law requires the regulation of the “sale, transfer, rental, and possession of regulated firearms, which consist of handguns and assault weapons,” according to a state analysis. However, this regulation does not currently apply to rifles and shotguns, which lead sponsor of House bill 4, Delegate Vanessa Atterbeary, D-Howard, has been striving to pass.
Under the bill, in many cases of a transfer of a long gun, a third-party licensed gun dealer would be involved, and the transfer must be done under three conditions: The sale must be from the owner; there must be a background check done on the transferee through the FBI National Instant Criminal Background Check System, and the transfer must comply with all federal and state law that would apply to the transfer.
Atterbeary told Capital News Service on Tuesday that some challenges against the bill include citizens not reading the bill and assuming that “I’m taking away their Second Amendment right,” which allows for the possession of firearms.
She said that all the bill will be doing is to “make sure all gun sales go through a background check.”
The legislation failed last year after a slow vote in a state Senate committee.

Because criminals will go out of their way to comply before selling a handgun out of the trunk of their car..

In Maryland yep.... That Republican Governor has done dick for your second amendment rights...... Its a ****ing shame......
The current infringement was put in place before Hogan was elected.
Besides, we've seen it on other issues, the democrats have a super majority, they can override a veto - which they have done.
The way districts are carved up means it will continue to be one party rule in Maryland for a while.

The governor can do many positive things for gun owners of the state of Maryland.
He chooses not to do anything....

He can't do jack, he can veto legislation, but the legislature over rides his veto.
He can't spend money without the legislature authorizing it.
He's not the top law enforcement officer in the state.

What would you have him do?

In reality, he's like the sixth grader who won Principal for a Day. Any damn thing he can do can, and in many cases has been, overridden. What did you have in mind?

The governor controls the states money and hes head of the governors cabinet.
First he easily could tell the state police superintendent to change the restrictions that make getting a carry permit in the state so difficult and expensive.

apparently you are not familiar with how our system of government (in the US works) when it comes to finances.
The governor has some discretion when it comes to spending money, but he does not "control" it.
The legislature votes on appropriations, it authorizes the spending of funds for specific purposes, to which the governor must execute.
He cannot go out and commit state funds to more employees if not approved by the legislature.
He can't direct the MSP to not enforce the law as written and the top law enforcement official is a Democrat - that would be Frosch

Please post the laws with getting a Md carry permit......
All of that is interesting, but for the last two years certain financial restrictions have been eased up with getting a Maryland carry permit. I'm gonna guess that Frosh has made those changes or the legislation voted for the changes.... LOLOLOLOLOLOLOLOLOLOLOLOL.....
