Wes Moore described it as a “contradiction” and his administration declined to say whether those remarks signal support for legislative change.

Because that's when the rules (laws) were made to create a civilized society. Just look around at the kooks in congress and judicial benches that want to tear down something unprecedented that has worked for 200+ years. They want laws to conform to society instead of society conforming to laws.
