I would try taking there water up 3.5 hrs before you are ready to go to bed and take them out several times between then and bed time to see if they will pee. I would also try running them around the property or take them to the dog park or somewhere like that to wear them out so when you are ready to go to bed they will be ready too as they will be tired from all there fun they had.
I see you said they were puppies. We had to run bruno to get her to sleep for us at night when she was a puppy. We also had to take her out once during the night as the vet told us that puppies between 8 and 12 weeks of age can't hold there bladders more than 4hrs at a time so we took bruno out at 9pm or so and let her pee before we headed to bed then we would get up at 1 and take her out again then we would be up between 430 and 5am again to take her out (then she stayed up the rest of the day after that we didn't put her back in her crate). We just laid on the couch and let her play with her toys or go back to sleep whichever she prefered to do. Your dogs might be trying to tell you something to if they are waking early they could be getting bladder infections watch them to see if they start peeing in the house. Bruno has had several bladder infections and the way we knew she had one was she would want to go out constantly to pee and only a drop would come out or if we weren't careful she would pee in the house as sometime she gave us 0 warning that she needed to go out and she would just squat and go.
