An Amish family's kennel that lost nearly 200 dogs and puppies when a March fire consumed it will be allowed to rebuild, but only by meeting requirements intended to prevent another blaze.

Ivan Schmucker Jr, the kennel owner, had operated his kennel without the county's required conditional use permit, a detail that came to light when he tried to rebuild. He said he wasn't aware of the requirement, and later applied for the permit. :bs:

"Dogs come into heat 2 X's a year," said Marsha Perelman, a member of Pennsylvania's advisory board on dog laws. "If you consider an average of 6 dogs per litter, you're talking about thousands of dogs. There is no way those dogs can be raised well."
