Quarantine

So, I'm out of town for 3 1/2 weeks, have 3 people on animal duty. 1 cat pops up w/ an abcess, is taken to the ER where it is presumed to be an "animal to animal altercation". The ER states on discharge papers to do a 10 day rabies quarantine(DUH! then to keep him in for 14 days while he's on the meds) it's reported to the health dept.
I figure out cat's rabies expired LAST March not this March, talk to the health dept and now I'm supposed to quarantine the cat for 6 months!!
Health Dept says that the 10 day is for animals who bite humans,if at the end of 10 days the animal hasn't died from rabies the person is okay.
he could be "cooking" (direct quote) rabies and not become symptomatic for up to a year. And "it's for my familys safety because I can always replace kitty". So I'm supposed to get his Rabies boosted- hopefully he won't be foaming at the mouth LMAO- and report any unusual behavior to the health dept IT'S A CAT HE EXIBITS UNUSUAL BEHAVIOR EVERY DAY!!!!!

I don't quite understand.

Are the keeping him for 6 months or not?
Where are they keeping him at?
Also, if it takes up to a year to see symptoms then how does the 10 day rule help a human bite?

I'm confused too- he's here at my house but I'm supposed to keep him in an area sectioned off from everyone.
Don't get the 10 day vs. year either- I'll keep posting...
