Question regarding Rt 4 Traffic

Heading up to Annapolis after work, and wondering around what time the Rt 4/Solomons Bridge traffic starts?

I know when I leave here around 430 it's usually backed up past the target light.

That will only apply to the command actually having the COC, not the whole base!!! :coffee:
