I was wondering if anyone knows where to get them. I went to walmart and i didnt see them. I want to get my son and daughter raincoats and rain shoes. Any suggestions?

You just need to know...
...where to look for them. The best place is on school buses, under the seats, followed by school lockers, under the umbrellas and extra sweatshirts followed by closets at home buried under an avalanche of whatever.
Raincoats for kids is like singing lessons for a pig and I forget how that goes, but suffice it to say it's mostly a waste of time and money.

In the summer it's too hot to wear those god-awful vinyl coats, and in the winter it's too cold to wear them.

Walmart has this in the Sporting Goods section - they have kids stuff where the fishing/hunting gear is.
