Report Clears St. Mary's Deputy

Maryland's state prosecutor issued a confidential report last week detailing how more than $40,000 of property seized by the St. Mary's County sheriff's office during an investigation disappeared in January 2002.

State Prosecutor Stephen Montanarelli declined to release the report or to talk about his findings. Two sources familiar with the report said sheriff's Lt. Steven M. Doolan, the once-powerful deputy at the center of the state probe, will not face prosecution after a 10-month investigation that led to his demotion and hurt the department's image.

The sources also said the report cites sloppy and potentially unethical handling of seized property. Such allegations could lead to internal charges against those involved.

Doolan, a captain and assistant sheriff when hundreds of pieces of lumber and other construction materials were released from department storage, was temporarily suspended by then-sheriff Richard J. Voorhaar when investigations into how the materials disappeared stalled. Once the department's second-in-command, Doolan now does little besides answer telephone calls.

Sheriff David D. Zylak (D) said Friday that repercussions from the state investigation are not over. Some deputies could face disciplinary action, he said.
