Revelation 6:5 When the Lamb opened the third seal, I heard the third living creature say, “Come!” I looked, and there before me was a black horse! Its rider was holding a pair of scales in his hand. 6 Then I heard what sounded like a voice among the four living creatures, saying, “Two pounds[a] of wheat for a day’s wages, and six pounds[c] of barley for a day’s wages,[d] and do not damage the oil and the wine!”

The black horse affects the poor working man. Some commentaries say it's famine, others say it's greed, and a preacher I was listening to on the radio the other morning said it's about rich ignoring the poor.
Some commentaries say the opening of seals take place over a period of years. We've seen hunger, need, want, and even a cast system even before Jesus walked the earth. As a matter of fact, 1 Kings 17 talks about this kind of poverty.
