Revelation 9:13 The sixth angel sounded his trumpet, and I heard a voice coming from the four horns of the golden altar that is before God. 14 It said to the sixth angel who had the trumpet, “Release the four angels who are bound at the great river Euphrates.” 15 And the four angels who had been kept ready for this very hour and day and month and year were released to kill a third of mankind. 16 The number of the mounted troops was twice ten thousand times ten thousand. I heard their number.
The amazingdiscoveries site is still talking about the Muslim theme.
The Sixth Trumpet, The Second Woe: The four angels mentioned in Revelation 7:1 had worldwide power to restrain the winds; in contrast the present four appear to be localized. These can be viewed as the four sultans of the Turkish Ottoman Empire; Aleppo, Iconium, Damascus, and Baghdad, or as destructive forces that moved against the western world. These angels had been restrained from their work of judgement until the sixth angel sounded his trumpet.
The Byzantine Empire had been holding the Muslims in check, now that they were no longer a threat, the Ottoman Empire turned its attention to Papal-dominated Europe, the target of this trumpet’s judgment. The Islamic wars played a key role in helping Protestantism thrive by diverting the attention of Papal persecution long enough to help it become established.
In ancient times the cavalry was the swiftest, most mobile branch of the military. The number 200,000,000 is symbolic of a vast, innumerable host.

And the sixth angel sounded, and (1) I heard a voice from the four horns of the golden altar which is before God one saying to the sixth angel who had the trumpet, (2) "release the four angels who are bound at the great river Euphrates."
And the four angels, (1) who had been prepared for the hour and day and month and year, were released, (2) so that they might kill a third of mankind.
And (1) the number of the armies of the horsemen was two hundred million; (2) I heard the number of them.
1. I heard a voice from the four horns of the golden alter which is before God = is limiting in its focus. It does not refer to God since the voice is "before God." Who or what speaks is not clearly indicated.
2. Release the four angels who are bound at the great river Euphrates = is a difficult phrase. Just who "the four angels" are is not certain. Four angels were identified in Revelation 7:1. However, these four angels are bound, which indicate a different set of angels.

1. Who had been prepared for the hour… day… month… and year = clearly emphasizes the predetermined will of God. God placed these angels in confinement for a specific purpose, which has come due.
This powerful verse clearly and unmistakably argues against the pretribulational doctrine of imminency. Since the events of the Revelation have not occurred (in contradistinction to preterists), it is clear that the hour, day, month, and year is still future.
2. So that they might kill a third of mankind = is both frightening and enlightening. This is the stated purpose of the predetermined will of God.

1. The number of the armies of the horsemen was two hundred million = is a staggering number. However, the abrupt transition has led some to conclude that the four angels were merely necessary to excite the armies for war. That is, what follows in verses 17-19 is a resumption of the fifth trumpet judgment described above! However, the fact that the sixth trumpet’s clearly identified purpose is to kill and the fifth trumpet’s purpose is to torment (without death as a result) should dispel such notions.
2. I heard the number of them = indicates the source of John’s knowledge. Those who doubt John and what is written in the Revelation as to its truthfulness do so out of sheer unbelief, not for lack of information.

Oh there's a lot to unfold here..... first the alter. There's a voice that gives the commentators a problem. God is sitting on that wonderful throne... it's alive... it's so alive it's throwing energy all around the room and it has four odd looking living creatures inside. There's a golden alter in front of the throne, apparently, and according to verse 13... John said he heard a voice.
Here's a thought... who would be at the alter? That's the sacrificial alter.... aren't there some humans who gave their lives for their faith located under that alter? Wouldn't it make sense that they are once again begging Jesus to return and avenge their deaths?
Then there are the four angels. In the commentary.... the author says there is some confusion. The author says people get these four angels confused with the four angels in Revelation 7:1 Those angels were holding back the wind.... they held things quiet while Jesus had his 144,000 sealed.
These angels are holding back the Euphrates River. They will be tasked with killing a third of everyone left on earth. On top of that... they've been waiting to do it for a long long long time. The Bible says they were "kept ready" for this. This is yet another reminder that God not only controls time... but it also shows God knows how this all ends... and He's had a plan since humans started to die.

The four horns of the golden altar: These stood at each corner of the altar. Atoning blood was applied to the horns. From these horns, John heard a voice. In this, John recalled a repeated theme: the prayers of God’s people play a large role in the end-times drama.
I think I need to stop here and review where these humans are. The Bible says there has been an earthquake so violent it causes land and sea to change. There have been meteorite showers and meteors. There has been an attack from God's blowtorch. There has been a insect attack that has non-believers writhing in pain... wishing they could die... but they can't. Animals don't have food or water either and they will be more dangerous. And now.... there is an army of 200 million troops to take out a third of the population still surviving on earth.
Makes sense.... civil unrest must be at an all time high considering the devastating natural disasters described. This must be an extremely repressive government.... remember... the red horse has already been released and people are hating each other.... humans are probably acting like mad dogs by this time.... so well trained troop would be required to get civility of any kind set back up.
