On Tuesday Carroll Co., Md commissioners approved a series of new tethering rules for dogs.

The rules, which proved popular at earlier public hearings, require tethers at least 41/2 times longer than the dog and no less than 10 feet long. They put a 12-hour cap on the amount of time dogs can be tethered and they prohibit dogs from being tethered at any time between 11 p.m. and 6 a.m. And they mandate shelter for dogs kept outside during the winter and shade for dogs in the summer.

The commissioners passed the amendments to the county's animal control ordinance unanimously :yay: , said a spokeswoman with the county attorney's office.

"Most people are empathetic when it comes to domestic pets," said Nicky Ratliff, executive director of the Humane Society of Carroll County, who proposed the changes in response to public demand.

Ratliffe told the Carroll County Times that dogs that are neglected and chained outside for long periods of time become aggressive.

"Most of these dogs-they are not getting social interaction that's meaningful," she said.

The new rules go into effect in 3 days.

That's a start so good for them, but a dog chained for 12 hours is still too long.
