Just saw an article by Neal Boortz regarding the Fair Tax Act (HR25).

Anyway, one more aside - I've discussed "promote the general welfare" extensively all over the Web, and the best advice is, read the Federalist papers, especially #41 and what Madison had to say about the phrase, because it doesn't mean ANYTHING like what people think it means.

"With respect to the words general welfare, I have always regarded them as qualified by the detail of powers connected with them. To take them in a literal and unlimited sense would be a metamorphosis of the Constitution into a character which there is a host of proofs was not contemplated by its creators." - James Madison, Letter to James Robertson, April 20, 1831

It's a good page too. Part of it has a letter where Madison is vetoing a roads/canals bill, because he does not believe that Congress holds the authority to do it, despite the "general welfare" clause (and he should know, he wrote it) because it goes beyond the powers given to it.
