Deputies say a witness saw the children--ages 4, 3, and 10 months old--walking across the southbound lanes of Massachusetts Avenue, a four-lane road, around 5 a.m. Saturday morning.

When deputies arrested their mother, 24-year-old Crystal Rusaw, she told them she left the children to go to a neighbor's for sex and fell asleep.

Welfare rat living in a ####ty neighborhood. Perhaps she should stop getting knocked up, get a job, and get her kids outta the dump and into a safer area. But I guess she doesn't give a crap about her kids.....except for the fact that she lives for free because she has them.
