Close down the program. Stop giving it funds.
Nothing will happen to the former Mayor's wife, she is the right flavor, but why keep spending on a loser.
If you want to help these people she allegedly helped close this program and start one with a capable staff and someone with math skills.
A quarter of a million dollars a year pissed away is reason enough to rebuild or just do away with the program.
