Anyone know why the signs on SB Mervell Dean Road are covered with black plastic and tape?

That's usually done right before long term work starts on a road. Might be new signs for warnings or traffic pattern changes.

If they're new, they are likely planned signs for traffic control and such for upcoming work and/or detours. They are placed in advance (to cut down on confusion) and then covered until a point in time which the contractor will remove them and implement whatever change is taking place.

What does MD Rd. have to do with that?
It's being rebranded as the Hollywood Bypass.
The bypass will start by Wildewood Blvd and proceed behind Bollywood and the Red Roof where it will connect with MD Rd.
Existing 235 will be diverted to serve the business park and the arrival and departure terminals at the Airport.
Southbound traffic will be diverted just south of 245.

Citing the need to add more stop lights and cut throughs on the existing 235, it was decided to move on with an alternative connector route.
It's expected that completion will take approximately twice as long as FDR BLVD given the need to acquire additional right of ways.
