smeco/lowes insulation rebate

i have an unfinished garage, which, after a burst washer pipe scare, we are now going to insulate. i saw on lowes website that you can get a smeco rebate for half the value of the insulation, so on a $11.98 roll of r-13 i would get 5.99 back but when i clicked on the link for the form it simply took me to smecos website and i called them and they said there is no insulation rebate. can anyone help me figure this out. has anyone here done insulation and got any utility rebate or any other energy rebate i should know about?

that is a start ...

IMHO ... insulation is going to be useless without some sort of heat source ...

... at 5 degrees outside - my office still gets down to 35 degrees or less ... with a file server and a desktop PC running 24x7 .... there is also a mini fridge contributing heat ...

I got coupons from SMECO after I did my energy audit - same reason, I have a room above the garage and it wasn't insulated at all.

there will be a heat source. one wall of the garage slowly loses gains the heat lost from the house. im trying to make that heat stay in the garage long enough to prevent it from freezing. i just put up r13 in the walls. would love to know if i can get some of that moneys back from uncle sam
