Being considered a little bit verticaly challanged and having been stationed in Maine, i have always kept an ice scrapper/brush with a telescoping handle in the trunk/back of all my cars/suvs to ensure I am not that guy.I'll put myself out there and say I don't think it should be illegal. Sometimes it is unavoidable. Snow happens while you're at work with only an ice scraper, you're not getting the top of most cars, let alone SUVs or trucks. Do I think a lot of people should try way harder than they do? Yes. Ticket, no. Too many variables. Not having visibility from rear and front windows, yes, ticket.
I cannot reach the top of my vehicle without a ladder. I forget how many WESTPACS and short cruises, workups and shakedowns I did, but it was a lot.
