I'm sure Russia isn't the only place in the world where this happens; just happens to be the spot that seems to get the most Internet attention and the region of the world where I spent much of my professional career (so I'm familiar with what the photo shows).

What makes this funny (?) or tragic (?) or both (?) is that the snow removal folks don't plow the snow very much during the winter because there isn't a ton of snow to plow. It's small layers of snow that get compressed over the long winter into ice. The street level will literally go up and over the curbs (8-10" where I was during a winter that runs from early October to the end of April).

So when the "griyaznie" (грязный; "dirty") time comes (i.e., the Spring melt) the plows are not clearing snow..., they're throwing ice (as in, "ice chunks")!
