Don't bother filing a VAERS because:
31 (G) A HOSPITAL OR LICENSED HEALTH CARE PROVIDER MAY NOT INCUR CIVIL OR CRIMINAL LIABILITY IN CONNECTION WITH ANY EXAMINATION, DIAGNOSIS, OR TREATMENT AUTHORIZED BY THIS SECTION, UNLESS THE HOSPITAL OR LICENSED HEALTH CARE PROVIDER IS NEGLIGENT.

Well then... If they are capable of making those kinds of decisions, there is certainly no reason they can't purchase a handgun, get a carry permit, Smoke or buy Beer, wine and Liquor.

ANNAPOLIS, Md. (AP) — The Maryland Senate passed a substantial juvenile justice reform measure Monday as lawmakers reached a milestone day in their 90-day session with three weeks left.
The reform legislation, which now goes to the House, generally says a child younger than 13 will not be subject to the jurisdiction of juvenile court for delinquency proceedings and may not be charged with a crime. But juvenile courts would have jurisdiction over a child who is at least 10 and has committed the most serious crimes, like murder and other crimes of violence.
The bill, sponsored by Sen. Jill Carter, is based on recommendations from a state panel.
The Senate also approved a separate bill last week that would prohibit a law enforcement officer from conducting custodial interrogation of a child, unless the child has consulted with an attorney.

Teen boys kill 71-year-old man after stealing car, crashing into him: police


Three 13-year-old boys are in police custody after they allegedly stole a Kia and crashed into another car, killing the elderly man inside.

The officer then found that the stolen Kia was involved in a collision with a Ford Taurus that had a 71-year-old man inside. The man was pulled from the car and taken to a hospital, where he was pronounced dead.

"We were the first arriving unit and found one vehicle with heavy damage in a ditch with a person still inside the vehicle," Fire Chief Nick Malley Sr. with the Robbins Fire Department told CBS Chicago.

The 13-year-old boys in the Kia were arrested on the scene and taken to the Robbins Police Department.
