Is there a precedent where the state gov't or even the feds for that matter, have ever taken over a city due to mayoral mismanagement? While we are looking for the truth, why does Carnival Cruise lines get to keep $236 million for cruise ships that are sitting empty in the Gulf of Mexico? I think someone at FEMA needs to wake up.
