This restriction applies only to those who were not properly inspected when they entered the U.S.
I don't think anyone implied it does, as the ruling says it applies to those that illegally entered and had received TPS.

No more than the number that do not understand the concept of illegal entry.

I was trying to point out that this ruling has no impact on anyone who entered legally. Having been inspected or paroled upon entry.
And the point I was pointing out is that what you are pointing out is a point that absolutely no one was pointing out.
