Roger Goodell wants Vic to show proper remorse before being let back into the nfl, what is proper remorse?
That's a good question, but in this case it would seem to be an intentionally vague notion. Goodell probably wants, or thinks he has, to let Vick back into the league. But, at the same time, he needs some cover from those who won't be happy about that - he needs to placate them a little bit.
So, he creates a vague hurdle, which he can declare achieved whenever he wants. Or, he can add whatever specifics seem expedient later on.
Vick's feet get held to the fire a little, but he gets back into the league. Everybody's happy, or at least appeased a little.
