Then sue the pen makers!!! These weapons must be taken off the streets and out of offices everywhere!! At the least, pass legislation requiring manufacturers to modify the pens so they cannot be put in the mouth.

Mandatory pen locks, serialize the pen and the ink refills, track the numbers with a national database, and background checks and waiting periods for people wanting to buy pens.
