So the Trump administration asked for a list of all federal employees with a less than satisfactory rating. The problem here is there can be pressure to not give poor ratings so many poor employees aren't given poor ratings. I had a supervisor that was basically fired (removed as a supervisor) because he gave too many poor ratings, which was really only about 5% of employees and did the work to have several fired over the years. His boss's boss said it was a bad look, so when the buffer boss between them left his new boss was told to remove him.
