by which time the call to 911 is irrelevant
The "To Protect and Serve" honestly should be replaced with to investigate and clean up.
Calling 911 for a violent crime in progress does as much good as pissing your pants.
Cops aren't going to get there in time. First the dispatcher has to ask a bunch of questions, then dispatch the call.
Response time could vary based on distance and staffing.
In short, by the time the cops arrive, you are a victim, a statistic.
So, is the Biden-Harris team REALLY going to attempt to disarm U.S. citizens? Or, are ammo prices headed into the stratosphere?

Making ammunition prohibited is one part of the proposed legislation.
All "common sense" regulation (per Mike Bloomberg) but the end effect will be denying a citizen to own and bear arms (and ammunition)
