Kinnard Riggs, age 47, of Baltimore, Maryland, pleaded guilty yesterday to conspiracy to distribute and possess with intent to distribute a mixture containing a detectable amount of fentanyl. In an unrelated case, James Meekins, age 36, of Baltimore, Maryland pled guilty to conspiracy to distribute and possess with intent to distribute controlled substances.
