U.S. to Require Passports for Nearly All

Nearly all air travelers entering the U.S. will be required to show passports beginning Jan. 23, including returning Americans and people from Canada and other nations in the Western Hemisphere.

1) Why hasn't this been policy since 9/12/2001?
2) If I come into the US without a Passport, can I just claim to be an illegal alien so that I can stay?

not only can you stay, but the government will pay your mortgage, your medical, your food and you will be immune to prosicution under our laws.
