'Monkey pack him rizla pon the sweet dep line'

This is a play on the lyrics of the "The clapping song" a 60s R&B song by Shirley Ellis: "The monkey chew tobacco on the streetcar line". This version is in Jamaican patois (this is a reggae song). Dep is the name of the band's (UB40) record label, Rizla is a brand of cigarette papers, used to roll marijuana (ganga) cigarettes. It's really just a play on the rhyme, with no real significance.

I agree with lian's interpretation of the other line. "Mek" is Jamaican patois for "make".

These lyrics are "toasted" (Jamaican-style rap) by the band's toaster and trumpet player, in the song "Red, Red Wine". As this is a light, good-time song, the lyrics are really just improvised rhyming; playing with words.
