So, let me get this right, if they pass this bill tomorrow and Iran does something extremely stupid, we can't attack them? OK, alright let's all just compromise our security to a pre-emptive bill.

Bush said Iran should be held accountable for their actions so now the doves must fly. Why the hell does he (Ahmedinejad - if it's spelled correctly) do missile tests if he has no intentions of using them?

It's actually Congress just taking back some power they gave up up to the president. He already has to go to Congress periodically to get approval for the forces already deployed into combat unless Congress passes a declaration of war.

We have a Congressional resolution giving Bush authorization to go to resume war activities with Iraq. There is still a stand declaration of war on Iraq that was never rescinded from the first Gulf War. We have not declared war on Iran. In order for us to do so it has to be done with the approval of Congress.
