To these enemies of ours, he was all "Village People" (as in, "Macho Man").

Like:

"On behalf of all Americans, I apologize to you, World, that we are so American."

"Hey Assad, see that red line?" "Yes." "Well, just wanted to show it to you." "Thank you. So considerate. So un-American." "Yes. I know. That was my point."

But when it came to actual Americans, he had quite the authoritarian touch/spine as he and his chum gang ripped up real rights and invented new ones, etc. So yes, I can see where Jarrett thought Obama's WH was too macho.
