Very British Non-Crimes

So - watching the first half of this, still confused - these are - NOT crimes - but you can still be on the hook for them?

Maybe I don't understand the meaning of "crime". As I understand it, a crime happens when you break the law, even if it is something as innocuous as jaywalking or littering. Even if it is something as trivial as stealing a pack of gum or underpaying your tax by a dollar. You run through town naked or play music LOUD in the middle of the night - there's laws about public decency or disturbing the peace. They're LAWS - not complaints about things that aren't illegal, but - simply BOTHERS someone.

Is there something I am not getting?
