As President of the Senate, can the majority party vote him in as Majority Leader also. I think I read some where that the Majority Leader does not have to be a Senator but I'm not sure if that is true, Maybe wishful thinking by the author of the article...

I think what you might be thinking of is Speaker of the House. The Constitution does not explicitly require the speaker to be an incumbent member of the House of Representatives.
