it seems the rumor is that the guy was escorted out on the day before the shooting, although that contradicts the officials account as well.
I could see the local government trying to avoid liability, but in the end it will all come out. If he was a problem and he was escorted off the property the bureaucracy will have a record of it.
Unless the government had a habit of sweeping trouble with certain types of employees under the rug to reduce the political risk experienced by the higher ups. Just like school districts work hard on hiding suspensions and expulsions and will go to great lengths to falsify records so things look like they are supposed to look, not how they are.
