Assuming the device works. My understanding is that this is another service (low bidder / highest kickback) the government contracts out and they frequently don't work. Of course the not working part has it's benefits, the person wearing the device is flagged as an offender, charged a fee for a new device and time is added to the sentence (which means additional fees).
Works well for the honest, no violent "offenders", the DUIs and addicts
But the real criminals don't care. They have already been in the system and know how it doesn't work, so they take advantage until they are caught again.
