Depending on what you need, my teenage son can probably do it. He's done a couple of websites for pay, one for a church. He's young, but cheap and will put lots of time into it.

Email me for a link to the one he's done and his email if you're interested.

I won't tell if she doesn't tell.. I may need a Webpage tutor in the near future.. Does her non-compete clause say anything about teaching?? (seriously)

Nope and I can even develop sites for my employer. Just can't do it for commercially for profit.

Here is one I did with another contract I was on that ended a few months ago. Funding couldn't pay me. You intrested, pm me with what your looking for. I'm not expensive.

drive down to UMBC and have a cardboard sign that says "WILL PAY FOR WEB DESIGN" or "WILL DO LAUNDRY" ... "WILL GIVE FOOD" ... "WILL PROVIDE BEER" ... i promise you will find someone
